Under the leadership of Sergey V. Lavrov state administration in the field of the relations of the Russian Federation with the foreign states and the international organizations is being exercised.

In system the Ministry of Foreign Affairs since 1972.
From 1991 to 1992 — the Head of Department of the international organizations of the Ministry of Foreign Affairs of the USSR.
In 1992 he was appointed as a Director of the Department of the international organizations and global problems of the Ministry of Foreign Affairs of Russia.
1992 - 1994 — the Deputy Minister of Foreign Affairs of Russia.
Since March 1993 — the Vice-Chairman of the Interdepartmenta l commission on participation of the Russian Federation in the international organizations of UN system.
Since November 1993 — the cochairman of the Interdepartmenta l commission on coordination of participation of the Russian Federation in peacekeeping activity.

From 1994 to 2004 — the Permanent Representative of the Russian Federation to the United Nations.

Sergey A. Ryabkov
Sherpa is an authorized representative of the Head of a member country. Sherpa is responsible for contacts with colleagues from the foreign states and preparation of the summits of BRICS during the Presidency of his country in BRICS. The Sherpa is also engaged in preparation of the agenda of the summits and agreements.

Sergey A. Ryabkov works in system the Ministry of Foreign Affairs since 1982. He worked at various diplomatic positions in central office and abroad.
1995-1999 – the Head of OSCE office of Department of all-European cooperation.
1999 – 2001 – the Senior Councellor of Embassy of Russia in the USA.
2002-2005 – the Counsellor-Envoy of the Embassy of Russia in the USA.
2005-2008 – the Director of Department of all-European cooperation.
Since August 2008 – the Deputy Minister of Foreign Affairs of the Russian Federation.
He has a diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
He is awarded by Medals of Honor and Friendship.

Dear Larisa,

Public diplomacy has an important role in strengthening atmosphere of trust and mutual understanding in international affairs and in promotion of unifying, forward-looking agenda. Your organization made a significant contribution to the solution of these noble tasks. The Ministry of Foreign Affairs of Russia highly appreciates the ongoing "BRICS Alliance" and "Sail of Hope" work both inside the country and at the international level.

It's gratifying, that you are not only limited to the development of activities in the narrow direction, but strive to cover as many thematic segments as possible, where your efforts are needed: from support of persons with disabilities to the issues of development.

One of the new, however, the most popular spheres of application of forces of your organizations is recently becoming support of initiatives to promote Russian business abroad. We are Interested in continuing of your movement in this way.

We believe that, if the format of public-private partnership, which largely proved its effectiveness, will be added by the civic component, we then surely may expect the emergence of a kind of synergy from such collaboration, which, in its turn, will give impetus and a new quality of our work on the world stage as a whole.

We also interested in ensuring that "the BRICS Alliance" and "Sail of Hope" continue to represent civil society of our country at numerous events in the framework of non-governmental segments of various international organizations and structures in a worthy manner.

He was Deputy Chief of International legal department of the Ministry of Foreign Affairs of the USSR, Deputy Permanent Representative of the USSR and Russia to the UN in New York, Director of the Department of the international Organizations of the Ministry of Foreign Affairs, Deputy Minister of Foreign Affairs of the Russian Federation, Deputy Secretary-Genera l of the United Nations and General Director of the UN office (headquarters) in Geneva, Secretary General of the Conference of the UN on Disarmament.
He has a rank of Ambassador Extraordinary and Plenipotentiary. Since 2012 – a member of the Civic Chamber of the Russian Federation, since 2014 - Deputy Secretary of the Civic Chamber of the Russian Federation.
He is awarded by the State awards and medals.

Elena V. Sutormina
In 1983-1991 — Referent, Senior Referent, Consultant of Board of the Soviet Peace Foundation.

Since 1991-1993 — Secretary of Council of Founders of the International Association of Peace Foundations.

During 1993-2003 – Executive Secretary of Board of the Russian Peace Foundation.
In 2003 she was elected as Vice-Chairman of Board of the Russian Peace Foundation.
From 1996 to 2005 she worked in the State Duma of the Russian Federation as an Assistant to Twice Hero of the Soviet Union, cosmonaut S. Savitskaya, since 2005 — First Deputy Chairman of Board of the Russian Peace Foundation. She regularly participates in UN ECOSOC sessions (New York), Council of Europe (Strasbourg), UNESCO (Paris); a member of Council of Association of Friends of France.
Since September 2012 – a member of Coordination Council at the President of the Russian Federation on realization of National Strategy of Actions in the interests of children. Actively cooperates with Russian Orthodox Church in spiritual revival of the Fatherland.
In 2005 she was awarded the Order of the St. Princess Olga of the III degree of Russian Orthodox Church. Realizes the musical and educational project for children and youth "Music of children's hearts", within which 25 000 pupils of music schools, pupils of boarding schools and orphanages free of charge attended concerts of the Youthful symphonic orchestra of Russia. She is awarded the highest award of the Russian Peace Foundation - the Gold medal "For Peacekeeping and Charity" (2001), an Jubelee medal of Society of solidarity and cooperation of the countries of Asia and Africa - "50 years of SSCCAA" (2006), a Prize sign of Association of Friends of France (2008).
She is awarded Diploma of the UN High Commissioner for affairs of refugees. By the Order of the Russian President of 19.06.2013-рп. No. 245-рп for the achieved labor success, long-term conscientious work and vigorous public work E. Sutormina was thanked officially by the President of the Russian Federation.

Efim M. Malitikov
Worked as Director of the industrial enterprise, Chief engineer and CEO of Production association, Chief of All-Union management, Deputy Minister and Chairman of Committee.
Was the founder and the Head of the international scientific and industrial association "Olimp", which united more than 110 large industrial enterprises of eight industries in the CIS countries.
The initiator of creation of the Interstate Committee on Education of Adults created in 1997 by the decision of Council of Heads of Governments of the State Parties of the CIS. Author more than 70 scientific works, numerous reports and public initiatives. Full member of the International Academy of informatization, International energy academy, New York Academy of Sciences and some other academies of the world. A member of the International Vienna Council, a member of Presidium of the Danube and European institute, a member of the World Economic Forum, the First Vice-President of the Russian Association of the Roman Club, a member of the International Union of economists, the official representative of the International association "Znaniye" in the UN (the Association is in General consultative status with UN ECOSOC). Has government awards.
